B'í cúspóir na gcruinnithe úd ná An Plean Forbartha Áitiúil a chur ar eolas ag muintir ghaeltacht Mhúsgraighe.
Tar éis machnaimh is díospóreachta, do cuireadh taighde ar bun, is é dírithe ar riachtanaisí is deachrachtaí na háite. Sa mbliain 1996 do foilsíodh ráiteas misin agus liosta cúspóir, is do moladh "Meitheal Mhúscraí" mar ainm ar an eagras áitiúil a raghadh ag gabháilt de'n obair sin. Do deineadh a thuilleadh forbartha ar a' bPlean i rith na bliana san.
Do cruthaíodh Meitheal Mhúscraí ar 14ú Mí na Nollag 1996 le linn cruinnithe i Scoil Náisiúnta Réidh na nDoirí. Bo bhí ionadaithe de chuid eagras na háite i láthair, agus anuas go dtí an lá athá innubh ann is amhlaidh go bhfuil an comhaontas so le fiscint i measc ball a' choiste. Do tionóladh a thuilleadh cruinnithe i dtreó is go gceadófaí an ráiteas misin, na cúspóirí is a' Plean féinigh.
The origins of Meitheal Mhúscraí are in a series of public meetings organised by Meitheal Forbartha na Gaeltachta towards the end of 1995. The object of these was to inform the people of the West-Cork Gaeltacht about An Plean Forbartha Áitiúil - The Local Development Plan. Further meetings led to the implementation of research to quantify and define local needs and problems. In March 1996 a mission statement, list of aims and the name "Meitheal Mhúscraí" were proposed. Development based upon An Plean Forbartha Áitiúil continued throughout the year Meitheal Mhúscraí was formed on the 14th of December 1996 when a meeting was held in the national school in Réidh na nDoirí.
It was attended by representitive groups from the entire area, and the elected committee reflects this. Subsequent public and target meetings were held to approve the mission statement, aims and actions laid out in the original plan.
